Are the cannabis rules different in Mallorca, Ibiza or the Canary Islands? Not in their essentials. The laws that matter most to a visitor, criminal law and the law on public safety, are national and apply in exactly the same way in Barcelona, Palma, Ibiza, Tenerife or anywhere else in Spain. A holiday destination does not come with its own cannabis rules, whatever the reputation of its nightlife may suggest.
Why the rules are the same everywhere
In Spain, criminal law is an exclusive competence of the State, and so is the general framework for public safety. That means the provisions that define what is an offence, and what counts as an administrative infraction in public places, are set in Madrid and apply across all seventeen autonomous communities, including both island archipelagos. There is no regional version of them.

What about regional laws on associations?
Some autonomous communities have tried to regulate cannabis associations through their own legislation, Catalonia and Navarre among them. Several of those regional laws were annulled, fully or in part, by the Constitutional Court, which held that they encroached on matters reserved to the State. As a result, there is no regional statute that makes the islands or any coastal region a special case. Where the real differences are
- Local enforcement. Municipal bylaws and policing priorities vary from one town to another, particularly in areas with heavy tourist pressure. The law is the same; how actively it is applied in a given street is not.

- Street offers. Holiday areas attract the same unofficial sellers and fake promoters described in street sellers and fake club promoters. The warning signs are identical.
A note on the “it’s different on the islands” myth
Resort towns often carry a reputation for being more permissive, and that reputation travels by word of mouth and on forums. It describes, at most, the atmosphere of a particular place at a particular time. It does not describe the law. Planning a trip on the basis of a myth is how visitors end up with fines they did not expect.
